Can you believe how ridiculous these American puppets sound? What the deluded Americans do not seem to realize is that they are on their own. The only entities willing to support their aggression on Syria is Saudi Arabia and Israel. So, how’s that for credibility? The only support Washington can muster is from a feudal, sword-wielding, head-chopping regime and a criminal pariah genocidal state. Coalition of the Willing? More like Coalition of the Killing.

The United States of America stands exposed in the eyes of the entire world as the number-one terrorist threat to the future of humanity. Many have known this fact already, but now it is universally clear.

As the US prepares to launch an overt war on Syria (the covert war has been raging for 30 months), the vast majority of humanity can finally see through all its decades of pretense and conceit as the world’s model of democracy and international law. And what they see is the ugly opposite. The US is a terrorist state that holds international law, democracy and human rights in utter contempt. It is ready, as it always has been, to kill countless civilians for its selfish political ambitions. That is the conventional definition of “terrorism”.

Syria’s President Bashar al-Assad made a profound point recently when he said that his country has faced aggression for more than two years, but only now is the real enemy revealing itself - the US and its minions. But the US terrorist state is not just being called out over Syria. It is being revealed as the enemy to the entire world.

From past wars in the Caribbean, Central America, Philippines, Vietnam and Indochina, through coups and covert ops in Iran, Iraq, Africa, to recent killing fields in Afghanistan, Yemen, Pakistan and Somalia, the historical picture is now complete. All these conflicts and many more - too many to mention here - integrate into one indisputable truth. The US is the world’s biggest terror state. If it is not dealt with definitely, then the future of the world is in peril more than ever.

In previous crimes of aggression, the US ruling elite could invoke the spurious cover of “a coalition of the willing”, or the abused authority of the United Nations or NATO. It was able to do that through deployment of lies, fabrications and a supine mass media that would lend credibility to the mendacity. Now, thanks to alternative, critical media and instant global communications, the American lies don’t work any longer. In an instant, they are exposed; just like the attempt in the last few hours of US Secretary of State John to frame up Syria over alleged chemical weapons use.

The New York Times, BBC and the usual Western media mouthpieces for imperialist propaganda dutifully facilitated Kerry and his US state terrorism with bombastic, important-sounding headlines: “Kerry lays out evidence against Syria”. There was hardly a critical question raised, even though there are grounds for dozens such questions. Years ago, that kind of herd-think might have been enough to buy the US warmongers enough time to launch a war - but not any more. Within minutes of Kerry’s supposedly definitive condemnation, statements, articles, tweets and blogs were pulling the charade asunder, showing that apart from Western-media-amplified bombast, Kerry was not saying anything of value. It was just another risible repetition of earlier hyperbole and empty rhetoric. Or in short, lies.

The people of the world have reached a critical mass of intolerance towards the rogue terror states of the US, Britain, France, Israel and a few other accomplices. We have watched their relentless mass murder and exploitation of fellow humans in Asia, Africa, and the Americas. We have witnessed how this tiny group of state terrorists imposes on the vast majority of humanity their vile criminality and in the process then insult us with grotesque lies and justifications. We have seen how these rogue states have stolen land, poisoned people’s water, burnt their crops, dispossessed their homes, assassinated families with aerial drones and ground drones in the form of death squads. They have committed all these shocking crimes with lies and impunity to the point where now these state terrorists are operating in more than one country simultaneously in a permanent state of relentless war, pushing the very future of humanity to the brink.

However, despite this lawlessness and gangsterism, the people of the world are fighting back.

This week the British parliament voted against the London government’s arrogance to provide its usual criminal special relationship to the Americans. In the execution of past war crimes in Afghanistan, Iraq and Libya - to mention a few - Washington could rely on the trusty British imperialists to give a veneer of “coalition of the willing”. British premier David Cameron’s plans to repeat the criminality by backing Washington’s plans to bomb Syria were dealt a crushing blow by the British parliament voting against any such military action. Cameron was forced to withdraw. The vote in the British parliament is not so much a sign of ethics among Britain’s political class. It is
more a reflection of the global awakening among ordinary citizens that this insane state terrorism must stop.

The French government has also backed off earlier bellicose bravado, with French President Francois Hollande belatedly calling for a “peaceful, political solution” over the Syrian crisis. Even Washington’s reliable Canadian puppet Prime Minister Stephen Harper has said that his country will not be getting involved military in Syria. It is also reported that 10 members of the NATO alliance - one-third of the total - are not willing to support American strikes. This latter grouping comprises the usual minions of the US. And we haven’t even yet acknowledged the more strident opponents, such as Russia, China, Iran and the majority of nations elsewhere in Asia, Africa and the Americas.

The people of the world have had it with elite Western rulers acting as terrorists who are holding humanity to ransom. The rulers are presiding not only over military terrorism. They are inflicting economic, social and ecological terrorism with their bankrupt capitalist smash-and-grab system. That system has reached the point of meltdown and that is why we are being pushed into relentless wars - in order for the rulers and their politician puppets to corner the remaining resources. The ultimate solution to end the wars is for the people to overthrow the economic system that US and Western elite rulers preside over. The insane criminality of the US rulers over Syria is exposing this historic challenge facing humanity.

After the British parliamentary setback the US Secretary of Defense Chuck Hagel said: “Our approach is to continue to find an international coalition that will act together. It is the goal of President Obama and our government... whatever decision is taken, that it be an international collaboration and effort.”

U.S. POVERTY: CENSUS FINDS 46.2 MILLION IMPOVERISHED AS MEDIAN INCOME DROPS

Associated Press  |  Posted:

WASHINGTON (AP) — The ranks of America's poor remained stuck at record levels, although dwindling unemployment benefits and modest job gains helped stave off what experts had predicted would be the fourth rise in a row in the poverty rate.
With joblessness persistently high, the gap between rich and poor increased in the last year, according to two major census measures. Also, the median, or midpoint, household income was $50,054, 1.5 percent lower than 2010 and a second straight decline.
A Census Bureau report released Wednesday provides a mixed picture of the economic well-being of U.S. households for 2011, when the unemployment rate improved to 8.9 percent from 9.6 percent in the previous year. The numbers are coming out not long before the Nov. 6 election in which the economy is the No. 1 issue and President Barack Obama is trying to make the case that the labor market, while not fully healed, is on the right track.
The overall poverty rate stood at 15 percent, statistically unchanged from the 15.1 percent in the previous year. The rate was better than a consensus estimate of demographers who had predicted, based on weak wage growth, a gain of up to half a percentage point, to levels not seen since 1965.
For last year, the official poverty line was an annual income of $23,021 for a family of four. By total numbers, roughly 46.2 million people remained below the poverty line, unchanged from 2010. That figure was the highest in more than half a century when records were kept. The 15 percent poverty rate was basically unchanged from 1993 and was the highest since 1983.
Broken down by state, New Mexico had the highest share of poor people, at 22.2 percent, according to rough calculations by the Census Bureau. It was followed by Louisiana, the District of Columbia, South Carolina, Arkansas and Georgia. On the other end of the scale, New Hampshire had the lowest, at 7.6 percent.
"This is good news and a surprise," said Sheldon Danziger, a University of Michigan economist who closely tracks poverty. He pointed to a continuing boost from new unemployment benefits passed in 2009 that gave workers up to 99 weeks of payments after layoffs and didn't run out for many people until late 2011. Also, job gains in the private sector that helped offset cuts in state and local government workers.
"It would indicate the stimulus was even more effective than believed," he said.
Bruce D. Meyer, an economist at the University of Chicago, said it was disappointing that poverty levels did not improve. He described it as a sign of lingering problems in the labor market even with recent declines in unemployment. "The drop in the unemployment rate has been due in significant part to workers leaving the labor force, because they are discouraged, back in school, taking care of family or other reasons," he said.
The official poverty level is based on a government calculation that includes only income before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership.
As a result, the official poverty rate takes into account the effects of some stimulus programs passed in 2009, such as unemployment benefits, as well as jobs that were created or saved by government spending. It does not factor in noncash government aid such as tax credits and food stamps.
David Johnson, the chief of the Census Bureau's household economics division, attributed the better-than-expected poverty numbers to increases in full-time workers over the last year. He also estimated that expanded unemployment benefits helped keep 1.6 million working-age people out of poverty.
Social Security also lifted roughly 14.5 million seniors above the poverty line. Without those cash payments, the number of people ages 65 and older living in poverty would have increased five-fold, he said. Johnson also noted that that income inequality was widening. He said the top 1 percent of wage earners had a 6 percent increase in income over the last year, while income at the bottom 40 percent of earners was basically unchanged.
"A lot of the increase is driven by changes at the very top of the distribution," he said.
The share of Americans without health coverage fell from 16.3 percent to 15.7 percent, or 48.6 million people. It was the biggest decline in the number of uninsured since 1999, boosted in part by increased coverage for young adults under the new health care law that allows them to be covered under their parents' health insurance until age 26.
Congress passed the health overhaul in 2010 to address the rising numbers of uninsured people. During this election year, the law has come under increasing criticism Republicans, including presidential nominee Mitt Romney, who has pledged to push a repeal if he is elected. The main provisions of the health care law will not take effect until 2014.

THE 12 COMMON ARCHETYPES

By Carl Golden

The term "archetype" has its origins in ancient Greek. The root words are archein, which means "original or old"; and typos, which means "pattern, model or type". The combined meaning is an "original pattern" of which all other similar persons, objects, or concepts are derived, copied, modeled, or emulated.

The psychologist, Carl Gustav Jung, used the concept of archetype in his theory of the human psyche. He believed that universal, mythic characters—archetypes—reside within the collective unconscious of people the world over. Archetypes represent fundamental human motifs of our experience as we evolved; consequentially, they evoke deep emotions.

Although there are many different archetypes, Jung defined twelve primary types that symbolize basic human motivations. Each type has its own set of values, meanings and personality traits. Also, the twelve types are divided into three sets of four, namely Ego, Soul and Self. The types in each set share a common driving source, for example types within the Ego set are driven to fulfill ego-defined agendas.

Most, if not all, people have several archetypes at play in their personality construct; however, one archetype tends to dominate the personality in general. The Four Cardinal Orientations

The Four Cardinal Orientations define four groups, with each group containing three types (as the wheel of archetypes shown above illustrates). Each group is motivated by its respective orienting focus: ego-fulfillment, freedom, socialness and order. This is a variation on the three groups of Types previously mentioned; however, whereas all the types within the Ego, Soul & Self sets all share the same driving source, the types comprising the four orienting groups have different source drives but the same motivating orientation. For example, the Caregiver is driven by the need to fulfill ego agendas through meeting the needs of others, which is a social orientation; whereas, the Hero, which is also driven by the need to fulfill ego agendas, does so through courageous action that proves self-worth. Understanding the groupings will aid in understanding the motivational and self-perceptual dynamics of each type.

TREATY OBLIGATIONS, WAR CRIMES AND ACCOOUNTABILLITY: A STUDY IN AMERICAN HYPOCRISY

Friday, August 30, 2013

The U.S. Air Force firebombing Japan in 1945

"Quis custodiet ipsos custodes?"
- Juvenal, Satires (VI, 347–8)

"I have no interest in any open-ended conflict in Syria, but we do have to make sure that when countries break international norms on weapons like chemical weapons that could threaten us, that they are held accountable," President Barack Obama said in a PBS interview earlier this week.

With allegations of a horrific chemical weapons attack outside Damascus and new reports of a "napalm" bomb being dropped on a school playground in northern Syria, this statement, made by an American Commander-in-Chief, would certainly come as a surprise to many of Obama's predecessors, considering the use of chemical weapons has been standard U.S. military procedure for decades.

Napalm, which is classified as an incendiary, rather than chemical, weapon, is composed of a gel that sticks to the skin and can burn down to the bone. Used extensively by the U.S. military during the last years of World War II in both the European and Pacific theaters, the napalm bombing of Japan killed at least 330,000 people. Twice the amount of napalm as was dropped on Japan in 1945 was used by American forces over three years during the Korean War: 32,357 tons as compared to 16,500 tons.

Between 1963 and 1973, the U.S. military dropped nearly 400,000 tons of napalm on Vietnam, Cambodia and Laos. In 1980, the United Nations declared the use of napalm gel in densely-populated civilian areas to be a war crime.

Agent Orange, a chemical weapon derived from herbicides, was also used by Americans during the Vietnam War. Between 1962 and 1971, the U.S. military sprayed nearly 20 million gallons of material containing chemical herbicides and defoliants mixed with jet fuel in Vietnam, eastern Laos and parts of Cambodia, as part of Operation Ranch Hand.

A 2008 Globe and Mail article reported that "Vietnam estimates 400,000 people were killed or maimed by the defoliants, 500,000 children have been born with defects from retardation to spina bifida and a further two million people have suffered cancers or other illnesses. Yet they have received no compensation from those who produced the chemicals and those who made them a weapon of war."

According to the the United Nations, Agent Orange is "one of the most toxic compounds known to human," and the Vietnamese Red Cross has estimated that "as many as one million people in Vietnam have disabilities or other health problems associated with Agent Orange."

A recently published report in Foreign Policy revealed that, during the Iran-Iraq War from 1980-1988, "America's military and intelligence communities knew about and did nothing to stop a series of nerve gas attacks far more devastating than anything Syria has seen." Among the findings, the report stated that, in 1988, "U.S. intelligence officials conveyed the location of the Iranian troops to Iraq, fully aware that Hussein's military would attack with chemical weapons, including sarin, a lethal nerve agent," and that "Iraqis used mustard gas and sarin prior to four major offensives in early 1988 that relied on U.S. satellite imagery, maps, and other intelligence."

More:
In contrast to today's wrenching debate over whether the United States should intervene to stop alleged chemical weapons attacks by the Syrian government, the United States applied a cold calculus three decades ago to Hussein's widespread use of chemical weapons against his enemies and his own people. The Reagan administration decided that it was better to let the attacks continue if they might turn the tide of the war. And even if they were discovered, the CIA wagered that international outrage and condemnation would be muted.
Even more recently, the U.S. military used white phosphorus, a chemical compound whose use in civilian areas constitutes a war crime, during its 2004 attacks on Fallujah in Iraq, just as America's best friend in the region, Israel, dropped white phosphorus on civilian areas in its 2008-2009 massacre in Gaza.

It should be noted that, while the United States is a party to the UN Convention on Certain Conventional Weapons (CCW), which bans the use of napalm against civilians, it has never signed Protocol III on the convention, the statute that specifically bans the use of all incendiary weaponry. Nevertheless, even without signing it, this protocol came into force for the U.S. on July 21, 2009.

Furthermore, Israel is one of only seven nations on the planet – along with Syria, Angola, South Sudan, Egypt, North Vietnam, and Myanmar – to refuse to abide by the international Chemical Weapons Convention (CWC).

However, despite this, a deputy spokesperson for the U.S. State Department said this week that state non-compliance with treaty obligations recognized by the vast majority of the international community - even by non-signatories to such treaties - should not absolve those states from accountability.

During a press briefing on August 27, spokesperson Marie Harf described the CWC as a "multilateral disarmament agreement" that "provides for the elimination of an entire category of weapons of mass destruction under universally applied international control and prohibits the use of chemical weapons. Currently, 189 nations, which represent about 98 percent of the global population, have joined the Chemical Weapons Convention." As such, she continued, even though there are a few nations that have not yet acceded to the convention, "clearly that should not enable them to escape responsibility for their actions."

Harf added, "There is a reason that the overwhelming majority of the international community – again, that agrees on little else – has stood against the use of these weapons, and Syria should not be able to flout the clearly expressed view of the international community here."

The following day, Harf reiterated this position:
[T]he indiscriminate use of chemical weapons against civilians is a violation of international law. I also talked a little bit about international norms and the Chemical Weapons Convention, which they are obviously not a party to, but which clearly laid out that a majority – a vast majority of the world spoke up and said that we are taking a stand against chemical weapons and the world has spoken on chemical weapons. And we're not going back, and they have to be held accountable.
To suggest that the United States does not go back on its word when it comes to commonly-accepted mandates of international law is laughable. In 1998, the vast majority of the world's nations voted to adopted the Rome Statute, establishing the International Criminal Court (ICC) and granting it authority to "bring to justice the perpetrators of the worst crimes known to humankind – war crimes, crimes against humanity, and genocide." The United States voted against it.

When the statute was officially adopted by the international community in 2002, the United States, Israel and Sudan all signed it, but formally refused to present it for ratification. In a letter to the UN Secretary-General on May 6, 2002, U.S. Undersecretary of State for Arms Control and International Security John Bolton, stated, "in connection with the Rome Statute of the International Criminal Court adopted on July 17, 1998, that the United States does not intend to become a party to the treaty. Accordingly, the United States has no legal obligations arising from its signature on December 31, 2000."  While the Obama administration has walked back this Bush era rejection, it has still refused to ratify the treaty and accept the ICC's jurisdiction.

Of course, the language of international law and accountability is also never leveled at Israel when it commits war crimes or develops an undeclared and unmonitored arsenal of nuclear weapons in defiance of the international Nuclear Non-Proliferation Treaty (NPT), of which Israel - along with only three other countries on Earth - is not a signatory.

In fact, in May 2010, after the 189 signatories of the NPT - including Iran and Syria called for an international conference in 2012 with the goal of establishing "a Middle East zone free of nuclear weapons and all other weapons of mass destruction," Israel denounced the accord, describing it as "deeply flawed and hypocritical," and Prime Minister Benjamin Netanyahu declared, "As a non-signatory state of the NPT, Israel is not obligated by the decisions of this Conference, which has no authority over Israel. Given the distorted nature of this resolution, Israel will not be able to take part in its implementation."

At the time, President Obama also decried the resolution for what he claimed was an unfair focus on Israel - the only nuclear-armed state in the region - and promised to "oppose actions that jeopardize Israel's national security."

When the time of the proposed conference rolled around in December 2012, the United States prevented it from taking place.

It is clear that the United States is not considering military strikes on Syria out of any deference to the obligations of international law or concern for innocent civilians. As Omar Dahi notes in Jadaliyya, "The fact that the United States is threatening to strike now has nothing to do with the welfare of Syrians, and everything to do with the United States maintaining its own 'credibility,' its position as a hegemonic power."

Even taking the U.S. government at its word - a dubious thing to do in light of past experiences - presents problems of its own, namely that any purportedly punitive military action against Syria would itself be a violation of the very laws the United States is claiming to defend.

Recall, for instance, what then-Senator Barack said back on December 20, 2007:  "The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation...As President, I will not assert a constitutional authority to deploy troops in a manner contrary to an express limit imposed by Congress and adopted into law."

International relations professor Charli Carpenter has just addressed these factors in Foreign Affairs:
The Obama administration has already confirmed that its primary concern is with protecting the norm and punishing its violators. Given that goal, the appropriate course of action would be to, first, independently verify who violated it. The United States claims that it has “no doubt” that Syria was behind last week’s chemical attack, but that remains an open question until the UN inspectors have completed their investigation. Second, the United States would have to consider a range of policy options for affirming, condemning, and lawfully punishing the perpetrator before resorting to force, particularly unlawful force. As Article36.org, a nongovernmental organization notes, these might include condemnation, an arms embargo, sanctions, or any of the other bilateral and multilateral measures that are typically used to respond to violations of weapons norms (and which might be at least as effective than air strikes, if not more so). Third, should the United States decide on military action, with or without a UN Security Council resolution, it would need to adhere to international norms regulating the use of specific weapons in combat.
It is thus worrying that the proposed military strikes against Syria rely on Tomahawk missiles, which are capable of carrying cluster munitions and which have been decried on humanitarian grounds by numerous governments and civil society groups. Equally alarming is that the planned strikes would likely involve the use of explosives in populated areas, which is in violation of emerging international concerns about such behavior. Although there is historical precedent for the legitimacy of violating the UN Charter in order to enforce global humanitarian norms, it would be seen as hypocritical to violate those very norms in the service of their affirmation.
As always, with a potentially imminent military strike on the horizon, the American government has once again affirmed its belief that - unlike the rest of the world - when the United States or its friends abrogate international law and commit war crimes, they should not be held to account.

*****

UPDATE:

MSNBC's resident loudmouth Chris Matthews - who fancies himself somewhat of an historian - is apparently wholly unaware of the U.S. military's past use of chemical weapons. Speaking on Morning Joe earlier this week, Matthews bellowed:
If you basically put down a red line and say don’t use chemical weapons, and it’s been enforced in the Western community, around the world — international community for decades. Don’t use chemical weapons. We didn’t use them in World War II, Hitler didn’t use them, we don’t use chemical weapons, that’s no deal. Although we do know that Assad’s father did. Then he goes ahead and does it.
Let alone Matthews' ignorance of our own actions, even more surreal is the statement that "Hitler didn't use them." Matthews seems to be forgetting about that whole Holocaust thing, when the Nazis committed genocide by gassing millions of Jews in death camps.

Since no allusion to either Syria or Nazi Germany is allowed to pass in the mainstream media without making erroneous comparisons with Iran, Matthews added that, based on Assad's alleged use of weapons of mass destruction, "It makes you wonder what the mullahs will do if they have a couple of nuclear weapons, just a couple."

Well, first off, Iran isn't building nuclear weapons and, even according to U.S. intelligence assessments, hasn't even made a decision to do so. It has also routinely denounced the acquisition, stockpiling and use of nuclear weapons for the past three decades.

Moreover, that Matthews would think Iranian leaders would instigate atomic armageddon for absolutely no reason is bizarre. But then, again, with a history of promoting misinformation and demonstrating utter ignorance about the Iranian nuclear program, it is no surprise Matthews is pushing such shameless propaganda.

Second, Matthews fails to point out here that, in fact, only one single solitary nation in world history has ever actually used nuclear weapons: the United States of America, which dropped them on a civilians, slaughtering hundreds of thousands.

As Robert McNamara recounted to filmmaker Errol Morris in The Fog of War, "[U.S. Air Force General Curtis] LeMay said, 'If we'd lost the war, we'd all have been prosecuted as war criminals.' And I think he's right. He, and I'd say I, were behaving as war criminals. LeMay recognized that what he was doing would be thought immoral if his side had lost. But what makes it immoral if you lose and not immoral if you win?"

McNamara wondered, "Was there a rule then that said you shouldn't bomb, shouldn't kill, shouldn't burn to death 100,000 civilians in one night?"

'WE NOW KNOW BRITS CANNOT BE COUNTED ON': WHITE HOUSE SNUB AS US AND FRANCE PREPARE TO STRIKE SYRIA AS EARLY AS TOMORROW OVER CHEMICAL ATTACK THAT KILLED 1,429

  • Team of chemical weapons experts left war-torn country for Lebanon
  • U.S has 'high confidence' that Assad launched chemical weapons attack
  • Britain left sidelined after David Cameron's humiliating Commons defeat
  • Sources say White House 'now know the Brits cannot be counted on'
  • France could now join U.S in missile strikes against Syria
  • U.S. Secretary of State John Kerry lavished praise on ‘oldest ally’ France
  • America says 1,429 people were killed in chemical attack
  • U.S. warships now in place in the Mediterranean carrying cruise missiles
By Anthony Bond
U.S missile strikes against Syria could start tomorrow after U.N. weapons inspectors left the war-torn country earlier than expected.
The team of chemical weapons inspectors left their Damascus hotel early today - possibly for neighboring Lebanon - fueling speculation of an imminent attack.
It came as the White House delivered an astonishing snub to Britain following Thursday's shock Commons defeat, with sources saying David Cameron had 'bungled' securing British support for military action and that Britain 'cannot be counted on'.
U.S. Secretary of State John Kerry last night paved the way for war by saying the American intelligence community had 'high confidence' that the regime launched a chemical weapons attack on the outskirts of Damascus last week.
Britain has been left sidelined in any U.S military action against Syria following the humiliating Commons defeat  - placing strain on the 'special relationship' with the U.S.

Mr Kerry pointedly made no mention of Britain during his speech and instead lavished praise on its ‘oldest ally’ France - which looks likely to join the U.S in a missile strike.
He paid tribute to the French for standing ready to join the U.S in confronting the ‘thug and murderer’ President Bashar Assad. He also praised Australia and even Turkey for their support.
In a passionate speech in Washington, he urged the world to act as he warned 'history would judge us all extraordinarily harshly if we turned a blind eye to a dictator'.

President Barack Obama yesterday said he is weighing ‘limited and narrow’ action as the administration put the chemical weapons death toll at 1,429 people - far more than previous estimates - including more than 400 children.
Downing Street insisted the U.S special relationship was still intact following a telephone call between the Prime Minister and Mr Obama.

However, White House sources told The Times that David Cameron had 'bungled' securing British support for military action.
Another source with knowledge of how the White House reacted to Thursday's shock Commons defeat, said: 'It came as a real shock to them. They now know the Brits, because of their political system, cannot be counted on.'
Speaking to Channel 4 News, Philip Hammond, the Defence Secretary, expressed his frustration. He said: 'I'm disappointed , because we have a very close working relationship with the U.S.
'It is a difficult time for our Armed Forces - having prepared to go into this action  - to then be stood down and have to watch while the U.S acts alone or perhaps acts with France.'

Halfway around the world, U.S. warships were in place in the Mediterranean Sea. They carried cruise missiles, long a first-line weapon of choice for presidents because they can find a target hundreds of miles distant without need of air cover or troops on the ground.
Seeking to reassure Americans weary after a decade of war in Iraq and Afghanistan, Obama insisted there would be no ‘boots on the ground.'
Russia's President Vladimir Putin said today that it would be 'utter nonsense' for the Syrian government to use chemical weapons when it was winning the war, and urged U.S. President Barack Obama not to attack Syrian forces.
Putin said: 'That is why I am convinced that it (the chemical attack) is nothing more than a provocation by those who want to drag other countries into the Syrian conflict, and who want to win the support of powerful members of the international arena, especially the United States,"
Mr Cameron- who spoke to the U.S. President following Thursday's defeat - acknowledged that 'politics is difficult' .
But he said he would not have to apologise to Mr Obama for being unable to commit UK military units to any international alliance.
Setting out the approach he would now take to Syria, the Prime Minister said: 'I think it's important we have a robust response to the use of chemical weapons and there are a series of things we will continue to do.
Destruction: Residents inspect buildings damaged by what activists said were warplanes belonging to forces loyal to Syria's president Bashar Al-Assad in Iskat, near the Syrian-Turkish border

'We will continue to take a case to the United Nations, we will continue to work in all the organisations we are members of - whether the EU, or Nato, or the G8 or the G20 - to condemn what's happened in Syria.
'It's important we uphold the international taboo on the use of chemical weapons.
'But one thing that was proposed, the potential - only after another vote - involvement of the British military in any action, that won't be happening.
'That won't be happening because the British Parliament, reflecting the great scepticism of the British people about any involvement in the Middle East, and I understand that, that part of it won't be going ahead.'
Following the Prime Minister's conversation with the U.S. President, a Number 10 spokesman said: 'The PM explained that he wanted to build a consensual approach in Britain for our response and that the Government had accepted the clear view of the House against British military action.
'President Obama said he fully respected the PM's approach and that he had not yet taken a decision on the US response.
'The president stressed his appreciation of his strong friendship with the Prime Minister and of the strength, durability and depth of the special relationship between our two countries.
'They agreed that their co-operation on international issues would continue in the future and both reiterated their determination to find a political solution to the Syrian conflict by bringing all sides together.'
After leaving Syria, the international contingent of weapons inspectors are heading to laboratories in Europe with the samples they have collected.
Video said to be taken at the scene shows victims writhing in pain, twitching and exhibiting other symptoms associated with exposure to nerve agents.
The videos distributed by activists to support their claims of a chemical attack were consistent with Associated Press reporting of shelling in the suburbs of Damascus at the time, though it was not known if the victims had died from a poisonous gas attack.

U.S. INTELLIGENCE ON THE SOURCE OF SYRIAN CHEMICAL WEAPONS ATTACK

  • U.S. intelligence community has 'high confidence,' short of actual confirmation, that the Syrian government carried out the chemical weapons attack on August 21
  • Members of the Syrian regime were preparing chemical weapons in the three days prior to the August 21 attack and protected themselves using gas masks
  • At least 1,429 Syrians were killed in the attacks, including 426 children
  • The weapons were launched from government-controlled areas into opposition-held or contested territory
  • The Syrian government has carried out smaller-scale chemical weapons attacks multiple times over the last year
  • U.S. intelligence officials 'intercepted communications involving a senior official intimately familiar with the offensive who confirmed that chemical weapons were used by the regime on August 21 and was concerned with the U.N. inspectors obtaining evidence'
  • On the afternoon of August 21, intelligence officials learned that Syrian chemical weapons personnel were directed to cease operations

The Syrian government said administration claims were ‘flagrant lies’ akin to faulty Bush administration assertions before the Iraq invasion that Saddam Hussein had weapons of mass destruction.
A Foreign Ministry statement read on state TV said that ‘under the pretext of protecting the Syrian people, they are making a case for an aggression that will kill hundreds of innocent Syrian civilians.’
Residents of Damascus stocked up on food and other necessities in anticipation of strikes, with no evident sign of panic.

One man, 42-year-old Talal Dowayih, said: ‘I am not afraid from the Western threats to Syria; they created the chemical issue as a pretext for intervention, and they are trying to hit Syria for the sake of Israel.’
Obama met with his national security aides at the White House and then with diplomats from Baltic countries, saying he has not yet made a final decision on a response to the attack.
Mr Kerry said yesterday that the credibility and security of the U.S. and its allies are at stake.
'Some cite the risk of doing things,' he said. But we need to ask, “What is the risk of doing nothing?”'
The U.S. intelligence report said that about 3,600 patients ‘displaying symptoms consistent with nerve agent exposure’ were seen at Damascus-area hospitals after the attack.
To that, Kerry added that ‘a senior regime official who knew about the attack confirmed that chemical weapons were used by the regime, reviewed the impact and actually was afraid they would be discovered.’ He added for emphasis: ‘We know this.’
Shortly after Kerry's remarks, President Obama said he is considering a 'limited, narrow act' against Syria.

An estimated 100,000 civilians have been killed in more than two years, many of them from attacks by the Syrian government on its own citizens.
Obama has long been wary of U.S. military involvement in the struggle, as he has been with turbulent events elsewhere during the so-called Arab Spring. In this case, reluctance stems in part from recognition that while Assad has ties to Iran and the Lebanese militant group Hezbollah, the rebels seeking to topple him have connections with al-Qaida terrorist groups.
Still, Obama declared more than a year ago that the use of chemical weapons would amount to a ‘red line’ that Assad should not cross.
And Obama approved the shipment of small weapons and ammunition to the Syrian rebels after an earlier reported chemical weapons attack, although there is little sign that the equipment has arrived.
With memories of the long Iraq war still fresh, the political crosscurrents have been intense both domestically and overseas.

Dozens of lawmakers, most of them Republican, have signed a letter saying Obama should not take military action without congressional approval, and top leaders of both political parties are urging the president to consult more closely with Congress before giving an order to launch hostilities.
Despite the urgings, there has been little or no discussion about calling Congress back into session to debate the issue.
Lawmakers have been on a summer break for nearly a month, and are not due to return to the Capitol until Sept. 9.
Obama has not sought a vote of congressional approval for any military action. Neither Republican nor Democratic congressional leaders have challenged his authority to act or sought to have lawmakers called into session before he does.

The Prime Minister said the Syrian regime had used chemical weapons on 10 other occasions before the attack that killed up to 1,200 in Damascus last week and warned the world 'should not stand idly by'
Secretary of State John Kerry said images like these contributed to the U.S. assessment that chemical weapons were used in Syria
Senior White House, State Department, Pentagon and intelligence officials met for an hour and half Friday with more than a dozen senators who serve on the Foreign Relations and Armed Services committees, said Sen. Chris Coons, D-Del. He described the discussion as ‘open and constructive.’
The White House will brief Republican senators in a conference call today at the request of Senate GOP leader Mitch McConnell, R-Ky., a spokesman for the senator, Don Stewart, said.
Obama's efforts to put together an international coalition to support military action have been more down than up.
Hollande has endorsed punitive strikes, and told the newspaper Le Monde that the ‘chemical massacre of Damascus cannot and must not remain unpunished.’
American attempts to secure backing at the United Nations have been blocked by Russia, long an ally of Syria.
U.N. Secretary-General Ban Ki-moon has urged a delay in any military action until the inspectors can present their findings to U.N. member states and the Security Council. 'President Obama will ensure that the United States of America makes our own decisions on our own timelines, based on our values and our interests,' he said. 'Now, we know that after a decade of conflict, the American people are tired of war. Believe me, I am, too. But fatigue does not absolve us of our responsibility.'

He said the U.S. should also feel confident that it has the backing of a number of other nations, including Turkey, Australia, the Arab League and what he called America's 'oldest ally,' France.
Half of Americans say they oppose taking military action against Syria and nearly 80 percent believe Obama should seek congressional approval before using any force, according to a new NBC poll.
The administration supplemented Kerry's remarks Friday with the release of the intelligence report.
'It’s findings are as clear as they are compelling,' Kerry said.
The report concludes with 'high confidence,' short of actual confirmation, that the Syrian government carried out the chemical weapons attack.
'Our high confidence assessment is the strongest position that the U.S. Intelligence Community can take short of confirmation,' the report says.
'We intercepted communications involving a senior official intimately familiar with the offensive who confirmed that chemical weapons were used by the regime on August 21 and was concerned with the U.N. inspectors obtaining evidence,' the report continues. 'On the afternoon of August 21, we have intelligence that Syrian chemical weapons personnel were directed to cease operations.'

The findings also claim that Assad is the 'ultimate decision maker' for Syria's chemical weapons program and that his regime has used the weapons on a smaller scale against citizens several times in the past year.
'This assessment is based on multiple streams of information including reporting of Syrian officials planning and executing chemical weapons attacks and laboratory analysis of physiological samples obtained from a number of individuals, which revealed exposure to sarin,' the report says. 'We assess that the opposition has not used chemical weapons.' Sarin is a type of nerve gas.
The report further reveals evidence that the regime had been preparing chemical weapons in the three days prior to the attacks and protected themselves using gas masks.
'Syrian chemical weapons personnel were operating in the Damascus suburb of 'Adra from Sunday, August 18 until early in the morning on Wednesday, August 21, near an area that the regime uses to mix chemical weapons, including sarin,' the report says.
The report also cited evidence that the attacks were launched from regime-controlled areas into opposition territory or contested areas.

Activists say that somewhere between 200 and 1,300 were killed in the chemical weapons attack on Wednesday near Damascus. Syria has one of the largest stockpiles of chemical weapons of any country
Calling Assad a 'thug' and a 'murderer,' John Kerry declared, 'History would judge us all extraordinarily harshly if we turned a blind eye to a dictator's use of chemical weapons.'

Several senior officials related before the release of the report that the intelligence was 'not a slam dunk' in terms of tying Assad's regime to the use of chemical weapons.
The term 'slam dunk' is a reference to the then-CIA Director George Tenet's assurance in 2002 that assessments showing that Iraq had weapons of mass destruction was a 'slam dunk.'
Kerry assured on Friday that the U.S. will not repeat the mistakes of the Iraq war.
'We are more than mindful of the Iraq experience,' Kerry said. 'We will not repeat that moment.'
He later added: 'Whatever decision [Obama] makes in Syria it will bear no resemblance to Afghanistan, Iraq or even Libya. It will not involve any boots on the ground. It will not be open ended. And it will not assume responsibility for a civil war that is already well underway.'

The administration briefed members of Congress on a conference call Thursday evening to explain its conclusion that Bashar Assad's government was guilty of carrying out a suspected chemical attack on August 21.
Following the call, House Democratic leader, Rep. Nancy Pelosi of California, sided with Republican Speaker John Boehner of Ohio in urging the administration to engage with the full Congress on the matter.
She also said that the administration must provide 'additional transparency into the decision-making process.'
